New Biden executive order makes science, evidence central to policy

Yesterday, US President Joe Biden signed three executive orders. The order with the widest scope was focused on climate policy, and it received the most attention. But the other two, while more narrowly focused, may also have a profound impact, because they seek to reorient the entire federal government’s approach to science itself. That includes both protecting scientists from political interference and ensuring that government decisions are based on the evidence produced by science as often as possible.

PCAST is back

One of the two executive orders officially starts off the Biden administration’s President’s Council of Advisors on Science and Technology, or PCAST. The organization is typically set up by an executive order and runs for two years before being renewed by a second. It dates back to the George H.W. Bush administration and has a broad remit to identify the current consensus in relevant fields of science and technology as well as to advise the entire executive branch regarding them.

The importance of PCAST isn’t just limited to science agencies; for example, an Obama-era council issued a report on forensic science that was relevant to everything from research-funding bodies to federal law enforcement agents.

Robinhood Will Allow 'Limited Buys' of Stocks Like GameStop, Starting Friday

After removing GameStop, AMC, BlackBerry, and Nokia from its platform, getting slapped with a class-action lawsuit, and flooded with 1-star reviews on the Google Play Store, Robinhood is starting to have a change of heart. The trading platform announced that, beginning Friday, it will allow “limited buys” on restricted stocks, like GameStop, AMC, and others. The Verge reports: “Starting tomorrow, we plan to allow limited buys of these securities,” the company said in a blog post. “We’ll continue to monitor the situation and may make adjustments as needed.” In its statement, Robinhood emphasized that the decision to halt purchases was made because of internal risk to the company, not as a response to outside pressure from other financial actors.

“As a brokerage firm, we have many financial requirements, including SEC net capital obligations and clearinghouse deposits. Some of these requirements fluctuate based on volatility in the markets and can be substantial in the current environment,” the post argues. “To be clear, this was a risk-management decision, and was not made on the direction of the market makers we route to.”

Microsoft Backs Direct Air Capture Player Climeworks

Microsoft this morning disclosed investments in more climate-related companies as part of efforts to make good on its year-old pledge to become “carbon negative” by 2030. From a report: One company the tech behemoth is staking is Climeworks, a firm looking to scale up deployment of direct air capture technology that removes CO2 already in the atmosphere. The size of the investment was not disclosed. Microsoft also revealed that it’s a customer of the Swiss firm. “Through Microsoft’s purchase of negative emissions from Climeworks, we will permanently remove 1,400 metric tons of carbon,” Lucas Joppa, Microsoft’s top environmental official, said in a blog post. It’s part of a growing move by deep-pocketed companies and investors to back the fledgling direct air capture sector — and pay them for carbon removal. The volumes currently being removed are a tiny drop in the bucket, but DAC could be among the technologies that eventually join the list of meaningful tools against warming. Another firm, Carbon Engineering, counts backers including Bill Gates, Chevron and Occidental Petroleum.
Climeworks’ other investors and customers include e-commerce heavyweight Shopify.

Rocky Linux gets a parent company, with $4m Series A funding

Gregory Kurtzer, co-founder of the now-defunct CentOS Linux distribution, has founded a new startup company called Ctrl IQ, which will serve in part as a sponsoring company for the upcoming Rocky Linux distribution.

Rocky Linux is to be a beneficiary of Ctrl IQ’s revenue, not its source—the company describes itself in its announcement as the suppliers of a “full technology stack integrating key capabilities of enterprise, hyper-scale, cloud and high-performance computing.”

If you’ve been hiding under a Linux rock for the last few months, CentOS Linux was the most widely known and used clone of Red Hat Enterprise Linux. Kurtzer co-founded CentOS Linux in 2004 with mentor Rocky McGaugh, and it operated independently for 10 years until being acquired by Red Hat in 2014. When Red Hat killed off CentOS Linux in a highly controversial December 2020 announcement, Kurtzer immediately announced his intention to recreate CentOS with a new distribution named after his deceased mentor.
