Leaked Documents Reveal Saudi Arabia's Plans For Its Next Megacity

An anonymous reader quotes a report from The Verge: A new report from The Wall Street Journal shares some of the proposals for Saudi Arabia’s biggest megaproject yet: a city built in the desert named Neom, where robots will outnumber humans and hologram teachers will educate genetically-enhanced students. These are only proposals, of course, dreamt up by American consulting firms like McKinsey and Boston Consulting who have no incentive to bring Saudi leaders down to Earth. But all the same, they give you a flavor of what trillions of dollars of oil wealth will do to your sense of proportion.

The whole Neom project is undeniably fascinating. It was first announced in 2017, with Saudi Arabia’s de-facto leader, Crown Prince Mohammed bin Salman, saying he wants the city to attract the “world’s greatest minds and best talents.” According to planning documents reported by the WSJ, bin Salman “envisions Neom the largest city globally by GDP, and wanted to understand what he can get with up to 500 billion USD investment.” The project is the flagpole of Saudi Arabia’s plans to diversify the country’s economy away from oil. MBS and other Saudi leaders known this source of revenue can’t last forever, and they’re keen to develop cities like Neom as new commercial hubs. As currently planned, Neom will occupy a region the size of Massachusetts. This will include a huge coastal urban sprawl; outlying towns and villages; advance manufacturing hubs in industries like biotech and robotics; and links with international shipping routes. Early building work has already begun, with facilities including a new airport and palace. Some of the key features of the city include cloud seeding to make it rain, dystopian surveillance to keep citizens safe, genetic engineering to increase human strength and IQ, robot cage fights and “maids,” flying taxis, and even a fake moon that could perhaps be created by a fleet of drones or via live-streaming images from space.

The report notes that it’s anyone’s guess as to whether Neom will live up to its planners’ dreams. What may hinder its success is Saudi Arabia’s corruption, difficult legal system, and unappealing social norms. “Alcohol is banned; women’s rights are restricted; and homosexuality is illegal,” the report notes. There’s also the sweltering weather that’ll only get worse with climate change.

Startup ScoopScoot Is Impounding Wayward E-Scooters In San Diego

McGruber shares a report from NBC News: In January, two San Diego businessmen launched a company, ScootScoop, that impounds e-scooters at the behest of private property owners. The company already has 4,500 of the e-scoooters packed in warehouses and garages. Most of the scofflaws pay their bounty, but a few of the half dozen or so e-scooter companies active in San Diego aren’t on board. ScootScoop charges the companies $30 to release each e-scooter. Its freelance workers will also move or stand up a scooter that’s blocking walkways or roads. The cost to the scooter firms is $3 to $5. ScootScoop contractors take photos to show their homework. ScootScoop is also developing an app where San Diego business owners can drop a pin on a map to alert the “scoopers” to an interloper that needs to be impounded within 24 hours. The pair also hopes to go global by using a model whereby satellite operators pay licensing fees. They say they’ve already had inquiries from entrepreneurs in Mexico and Australia.

The duo behind ScootScoop says their business shouldn’t be so urgent. At least some of the e-scooter companies’ user agreements specify fines as much as $150 for leaving the devices in forbidden zones, including on private property. But they say the rules aren’t enforced by the firms for fear of slowing explosive market growth. Some e-scooter companies have threatened to sue ScootScoop, but so far none have filed complaints. “The community should be careful when engaging with pop-up companies claiming to provide city services like impounding or towing,” Lime Electric Scooter Rentals spokeswoman Mary Caroline Pruitt said via email. “Impounding bikes or scooters requires compliance with the California Vehicle Code, and Lime is in the process of reviewing whether these pop-ups are committing violations which may subject them to liability.”

Zen 2 Ryzen IPC Testing Shows AMD Has Closed the Performance Gap With Intel

MojoKid writes: AMD’s new Ryzen 3000 processors can boost as high as 4.6 GHz, a notable bump over previous Ryzen models, but what about AMD’s purported Instructions Per Cycle (IPC) gains? Has AMD’s Zen 2 architecture finally caught up to Intel’s Coffee Lake-based Core series processors in terms of IPC? To prove this out, HotHardware pitted a 12-core Ryzen 9 3900X against Intel’s 8-core Core i9-9900K in an array of tests, with both chips locked at 4GHz across all cores and four of the Ryzen CPU cores (or 2 CCXs) disabled (save for a couple of instances to show MT scaling). This allowed AMD’s fastest Zen 2-based CPU, with its full 64MB L3 cache complement, to compete against Intel’s current fastest desktop chip at identical clock speeds. A series of single-threaded benchmarks were run, in addition to some standard games tests, which are lightly multithreaded. The Intel and AMD multi-core processors essentially traded blows across a number of tests, but Intel won more often than not. The blue team notched IPC wins in SANDRA’s Dhrystone integer tests, Geekbench, POV-Ray, LAME MT, and the gaming tests. AMD stole single-threaded victories in SANDRA’s Whetstone FPU tests, Cinebench, and Y-Cruncher. While not an outright win for AMD, the company has obviously worked hard to improve 3rd Gen Ryzen IPC throughput, while its multi-core scaling is downright impressive.

Voice assistants are growing in popularity, but the technology has been experiencing a parallel rise in concerns about privacy and accuracy. Apple’s Siri is the latest to enter this gray space of tech. This week, The Guardian reported that contractors who review Siri recordings for accuracy and to help make improvements may be hearing personal conversations.

One of the contract workers told The Guardian that Siri did sometimes record audio after mistaken activations. The wake word is the phrase “hey Siri,” but the anonymous source said that it could be activated by similar-sounding words or with the noise of a zipper. They also said that when an Apple Watch is raised and speech is detected, Siri will automatically activate.

“There have been countless instances of recordings featuring private discussions between doctors and patients, business deals, seemingly criminal dealings, sexual encounters and so on,” the source said. “These recordings are accompanied by user data showing location, contact details, and app data.”

An anonymous reader quotes a report from CNBC: In a tweet on Friday, President Trump said his administration will not grant Apple any relief on Mac Pro parts made in China. “Apple will not be given Tariff wavers (sic), or relief, for Mac Pro parts that are made in China,” President Trump said. “Make them in USA, no Tariffs!” Apple asked for waivers on tariffs on the Mac Pro. Apple said it wanted to be exempt on some parts it uses for the new Mac Pro, including a power supply unit, the stainless-steel enclosure, finished mice and trackpads and circuit boards. “There are no other sources for this proprietary, Apple-designed component,” Apple said in a filing. Apple shifted production of the Mac Pro to China in June, saving shipping costs for components that are supplied near Shanghai.

Intel Begins Commercial Shipments of 10nm Ice Lake CPUs to OEMs

Intel has begun shipments of its 10th generation Core “Ice Lake” processors as of the second quarter, according to the company in an earnings call this week. Made using Intel’s 10nm process technology, these laptop CPUs were qualified by OEMs earlier in 2019 and are on track to reach the market inside mobile PCs by the holiday season.


As reported, Intel began to produce Ice Lake processors in the first quarter in a bid to build up inventory to support a high-volume launch in the second half of the year. The processors passed qualification by PC makers in Q1 – Q2, and then Intel started to ship them for revenue later in the quarter, which was a little bit earlier than anticipated by various market observers. Keeping in mind the lead-time required to get assembled PCs on to store shelves, Ice Lake-powered PCs are well on track to hit the market in Q4 with some machines possibly reaching retailers earlier than that.


Bob Swan, CEO of Intel, stated the following:


  • “We began shipping Ice Lake client [CPUs] in the second quarter supporting systems on the shelf for the holiday selling season.”


Intel formally introduced its laptop-focused Ice Lake-U and Ice Lake-Y CPUs, which are based on the Sunny Cove microarchitecture, in late May. Officially called ‘Intel 10th Generation Core’ processors, the family includes 11 chips (ranging from Core i3 to Core i7) featuring two or four general-purpose CPU cores as well as various GPU configurations and coming to market with 9W, 15W, and 28W TDP variants.



On the CPU side of things, Intel promises an average 18% raw clock-for-clock performance uplift compared to the Skylake core released in 2016 (which has been used with small tweaks since then) along with VNNI and Cryptographic ISA instructions. On the GPU side of matters, Ice Lake CPUs will integrate Intel’s Gen11 graphics core with up to 64 execution units, with Intel promising significant performance improvements as well. The updated iGPU will also natively support DisplayPort 1.4 and HDMI 2.0b outputs as well as HDCP 2.2 technology.



As is traditional for Intel’s lower-power mobile parts, the new Ice Lake processors will come with on-package chipsets. The new 300-series chipsets for ICL will natively support Thunderbolt 3, Wi-Fi 6 MAC (RF module will be sold separately), PCIe 3.0, and other features.


Overall, Intel’s road to high-volume production of 10nm CPUs has been long and bumpy; but it looks like the company is finally turning a corner in time for their Q4 launch.

Star Orbiting Massive Black Hole Lends Support To Einstein's Theory

Observations of light coming from a star zipping in orbit around the humongous black hole at the center of our galaxy have provided fresh evidence backing Albert Einstein’s 1915 theory of general relativity, astronomers said on Thursday. From a report: Researchers studied a star called S0-2, boasting a mass roughly 10 times larger than the sun, as it travels in an elliptical orbit lasting 16 years around the supermassive black hole called Sagittarius A* residing at the center of the Milky Way 26,000 light years from Earth. They found that the behavior of the star’s light as it escaped the extreme gravitational pull exerted by the black hole, with 4 million times the sun’s mass, conformed to Einstein’s theory’s predictions. The famed theoretical physicist proposed the theory, considered one of the pillars of science, to explain the laws of gravity and their relation to other natural forces.

While Einstein’s theory held up in the observations of this star, astronomer Andrea Ghez of the University of California, Los Angeles said it may not be able to fully account for what happens in the most exotic possible gravitational environments like those of black holes. These extraordinarily dense celestial entities exert gravitational fields so strong that no matter or light can escape.
