Kuwana Reemerges as IR Candidate City
Akihabara News (Tokyo) — After more than two years of silence, Kuwana city, Mie Prefecture, may be reemerging as a candidate city to host an Integrated Resort (IR) including a casino.
Kuwana Mayor Narutaka Ito has indicated that he is asking the prefectural government to examine the possibility of locating an IR next to Nagashima Spa Land, a major amusement park along Ise Bay in Kuwana.
The proposal that this site could host an IR was first made by Nagoya Mayor Takashi Kawamura in 2018.
Kawamura—who has long been in a bitter rivalry with Aichi Governor Hideaki Omura—had been unable to find a suitable IR candidate site near Nagoya Station, but was still determined to disrupt his governor’s tentative plan of making an IR bid at Tokoname city’s Chubu Centrair International Airport island. Kawamura therefore suggested Kuwana’s Nagashima Spa Land as an alternative candidate site.
Kuwana city, however, though geographically part of the greater Nagoya area, is not within Kawamura’s own jurisdiction, and in fact belongs to neighboring Mie Prefecture.
In December 2018, then-Mie Governor Eikei Suzuki expressed annoyance with Kawamura’s presumptuousness, stating, “We were surprised to be cited as a candidate… Our prefecture has not taken an active stance toward making such a bid.”
Kuwana Mayor Ito’s response was that the whole matter seemed “like grasping at clouds” and that “a cautious response was necessary.” Nevertheless, he continued, “We cannot say at this point if an IR bid is a good thing or a bad thing. Our policy management division is now gathering information.”
In September 2019, the Mie Prefecture Chamber of Commerce and Industry formally requested Governor Suzuki to conduct research with an eye toward making an IR bid. Anticipating the scheduled 2027 completion of the maglev Chuo Shinkansen, the business lobby argued, “it is necessary to promote large-scale projects from a medium- to long-term perspective.”
But that was where the matter seemed to end. Neither Governor Suzuki nor Mayor Ito made significant statements or took specific actions, and before long the arrival of the Covid pandemic completely overwhelmed the agenda.
Two events, however, seem to have revived the discussion at this juncture.
First, Mayor Ito has become increasingly convinced that the IR plan has merit. He has heard back from experts that the reclaimed land near Nagashima Spa Land is indeed a suitable site. The mayor commented this week that “an IR would be a catalyst for tourism and will have a great impact on the city’s finances with its declining birthrate and aging population.”
Second, Eikei Suzuki has resigned as Mie governor and been elected to the House of Representatives as a ruling party lawmaker. The new governor, Katsuyuki Ichimi, is a former bureaucrat of the Ministry of Land, Infrastructure, Transport and Tourism. He may be more open to an IR bid than his predecessor.
Even if the new governor proves to be keen, there are still many obstacles to the realization of an IR at Kuwana in the first round of development, not least that local public opinion is untested, no process for recruiting operators has been launched, and the current application deadline is only seven months away, probably much too short a window of opportunity to succeed.

Japanese firms will test a bank-backed cryptocurrency in 2022
Japan is about to take a significant step toward developing a digital currency. Per Reuters, a consortium made up of approximately 70 Japanese firms said this week they plan to launch a yen-based cryptocurrency in 2022. What’s notable about the project, tentatively called “DCJPY,” is that three of the country’s largest banks will back it. At a news conference on Wednesday, Mitsubishi UFJ Financial Group, Mizuho Financial Group and Sumitomo Mitsui Financial Group said they’ve been meeting since last year to build a shared settlement infrastructure for digital payments.
Some of the other members of the consortium include the East Japan Railway Company and Kansai Electric Power Company. They plan to start testing the currency in the coming months. The experiment is separate from the work the Bank of Japan is doing to create a digital yen. CBDCs are something China and the US are exploring as well. For Japan, there’s an additional incentive to the push. It’s a country that famously loves cash. Even as recently as 2018, 80 percent of all retail transactions in the country were completed in notes and coins. It’s something the government of Japan has tried to change as a way to make the country’s economy more consumer-friendly and productive.

Alpine Linux 3.15 bids a fond farewell to MIPS64 support
The compact Linux distribution Alpine has gained the latest LTS Linux kernel with the update to version 3.15, but fans must say goodbye to support for the MIPS64 architecture. The release is the first in the 3.15 stable series and, as well as the 5.15 LTS Linux kernel, received a raft of updated tools and components, including the 16.13 LTS version of Node.js (version 17 is also included) and GNOME 41.

Huge Fines and a Ban on Default Passwords in New UK Law
The government has introduced new legislation to protect smart devices in people’s homes from being hacked. From a report: Recent research from consumer watchdog Which? suggested homes filled with smart devices could be exposed to more than 12,000 attacks in a single week. Default passwords for internet-connected devices will be banned, and firms which do not comply will face huge fines. One expert said that it was an important “first step”. Cyber-criminals are increasingly targeting products from phones and smart TVs, to home speakers and internet-connected dishwashers. Hackers who can access one vulnerable device can then go on to access entire home networks and steal personal data.
In 2017, for example, hackers stole data from a US casino via an internet-connected fish tank. There have also been reports of people accessing home webcams and speaking to family members. And poor security on a home wi-fi router could have been behind the uploading of illegal child abuse images from a home network that led to police accusing an innocent couple of the crime. While there are strict rules about protecting people from physical harm — such as overheating, sharp components or electric shocks — there are no such rules for cyber-breaches.

EU seeks to block political ads that target people's ethnicity or religion
The European Commission, the executive branch of the European Union, has proposed a ban on some types of targeted political ads that employ sensitive personal data, including ethnic origin, religion, health status or sexual orientation, unless users give explicit consent. If the rules come into force, advertisers would have to provide clear details on the criteria they use for targeting, as well as the “amplification tools or methods” they harness.
Every ad would also have to be more transparent in terms of displaying the name of the person or organization that paid for it, as well as disclosing how much was spent, where the money came from and the ad’s connection to an election or referendum.
The EC is hoping these measures will help protect election integrity, largely by making it more difficult for campaigns to target and mislead marginalized groups. It said people should be able to easily tell when they see a paid political ad, whether online or offline, and take part in political discussions without being impacted by interference, manipulation or misinformation.
“Elections must not be a competition of opaque and non-transparent methods. People must know why they are seeing an ad, who paid for it, how much, what micro-targeting criteria were used,” the EC’s vice-president for values and transparency Vera Jourová said in a statement.
If the bill becomes law, EU member states will need to determine fines for breaching the rules. National data protection authorities will be tasked with monitoring how personal data is used in ad targeting and imposing fines when appropriate. The EC is hoping to enact the rules, which build on the General Data Protection Regulation and planned Digital Services Act, by spring 2023, ahead of European Parliament elections the following year.
Political ads have been a hot button issue for online platforms for several years. Facebook and Google both temporarily banned them after polls closed in the 2020 US presidential election to stem the flow of misinformation. Earlier this month, Meta, the parent company of Facebook and Instagram, removed thousands of ad targeting options, including those related to ethnicity, health, religion, sexual orientation and political beliefs. Twitter banned all political ads in 2019.
The EC’s proposed rules could also prevent some types of surreptitious data collection. Back in 2019, PR farms connected to the Republican party used Google’s ad network to vacuum up email addresses of potential voters.

FIFA To Test Automatic Offside Technology Next Week in Preparation for Qatar World Cup
FIFA will trial its new automatic offside technology next week at the Arab Cup as a test to potentially use it at the World Cup in Qatar next year. From a report: As per the Times, the technology relies on an artificial intelligence (AI) system sending an instant message to VAR when a player is offside, with the official then left to determine if a player has interfered with the passage of play or not. The technology will be used at all six stadiums used in the Arab Cup — which also takes place in Qatar — and comes after several trials behind closed doors took place at the likes of the Etihad Stadium and the Allianz Arena. Despite being able to relay an instant message to VAR, the technology will only be classed as semi-automated as the verdict will be sent to VAR and not the referee himself.

China's New Space Reactor 'Will Be 100 Times More Powerful Than a Similar Device NASA Plans To Put on the Surface of the Moon by 2030'
Hmmmmmm writes: China is developing a powerful nuclear reactor for its moon and Mars missions, according to researchers involved in the project. The reactor can generate one megawatt of electric power, 100 times more powerful than a similar device Nasa plans to put on the surface of the moon by 2030. The project was launched with funding from the central government in 2019. Although technical details and the launch date were not revealed, the engineering design of a prototype machine was completed recently and some critical components have been built, two scientists who took part in the project confirmed to the South China Morning Post this week.
To China, this is an ambitious project with unprecedented challenges. The only publicly known nuclear device it has sent into space is a tiny radioactive battery on Yutu 2, the first rover to land on the far side of the moon in 2019. That device could only generate a few watts of heat to help the rover during long lunar nights. Chemical fuel and solar panels will no longer be enough to meet the demands of human space exploration, which is expected to expand significantly with human settlements on the moon or Mars on the agenda, according to the Chinese researchers. “Nuclear power is the most hopeful solution. Other nations have launched some ambitious plans. China cannot afford the cost of losing this race,” said one researcher with the Chinese Academy of Sciences who asked not to be named as they were not authorised to speak to the media.
